Communications and Visibility Officer

Anxhela Kokoshi is a dedicated advocate for youth empowerment, human rights, and strategic communications across the Western Balkans and Europe. With a strong legal background and extensive civil society experience, she focuses on amplifying youth voices in public policy and dialogue.

Currently serving as Communication and Visibility Assistant at the Regional Youth Cooperation Office (RYCO), Anxhela leads communication efforts that boost the impact of regional youth programs through tailored strategies, stakeholder engagement, and digital outreach. She has also shaped youth-led initiatives that promote civic participation and regional collaboration.

A passionate advocate for the Youth, Peace and Security (YPS) agenda, Anxhela has actively contributed to regional and international efforts promoting meaningful youth participation in peacebuilding and policymaking. As an expert within the Youth Voice Network of Organizations, she contributed to cross-sectoral strategies that elevate youth agency in peace and security dialogues. Her work in this space includes co-developing a Manifesto for International Solidarity at the UNOY cross-regional conference, collaborating with youth peacebuilders from Europe and the MENA region, and advocating for digital safety, strategic youth coalitions, and cross-border advocacy.

In addition to her role at New Vision Organisation, where she led European projects and served as the organization’s public voice, Anxhela has collaborated with several other national and international organizations, contributing to projects focused on youth participation, inclusion, and human rights.

Her broader portfolio includes leadership roles in Erasmus+ initiatives, refugee inclusion efforts with AIESEC Bologna, international conferences, and UN-supported human rights trainings.

Anxhela holds a Law degree from Luarasi University and a Master’s degree in Criminal Law from the University of Tirana. She brings clarity, creativity, and a strong commitment to youth-led change across all her work.


Communications Officer

Founder of Sfera Studios, Co-Founder of a tech-oriented community, Marketing & Product Strategist, Epoka & Columbia University Alumni, and MIP Fellow. She is a strategic communications and international cooperation professional with over 5 years of experience in multilateral and private sector environments, specializing in peacebuilding, regional diplomacy, and stakeholder engagement across the Western Balkans.

Judoris has international experience in New York and within leading agencies like Ogilvy, alongside her regional role at RYCO where she leads and supports the implementation of communication campaigns for EU-funded local and regional initiatives, amplifying program impact and visibility.

As a co-founder, she has built communities, driven brand positioning, and explored emerging technologies. Her recent interest lies in the intersection of AI and marketing/communication, with a focus on making the creative process more efficient for companies.


Government Representative of North Macedonia

Mr. Limani is the Minister of Social Policy, Demographics and Youth.

He is a prominent politician and history professor.Born on 14 January 1973, Limani is Albanian by nationality. He completed his higher education at the Faculty of Philosophy within the State University in Tetovo, where in 2004 he obtained the title history professor.

His professional career started in the private sector and in the period between 2005 and 2007 he worked as a manager of a private company in the area of oil derivatives trade. Between 2007 and 2010 he was president of the civil organization “NDRISHE” where he actively worked on improvement of the civil rights and social justice.

From 2007 until 2011 Limani was a member of the Supervisory Board of the JSC “MEPSO”. Between 2011 and 2021 he worked as a deputy general manager and member of the Supervisory Board of JSC ESM where he gave enormous contribution to the development of the energy sector.

In 2021 Limani started a candidacy as an independent candidate for mayor of the municipality of Kichevo, and as of 2022 he is the Vice-President of the political movement BESA.

In 2024 Limani was elected member of the Assembly of the Republic of North Macedonia.

Fatmir Limani in addition to Albanian is fluent in English and German.


Finance and Administration Officer, Pristina

Mr Shehu graduated in Finance from the Economic University of Pristina. He has more than 15 years of experience in the field of finance, accounting, administration and procurement. 

He worked in various financial institutions and banks as a branch coordinator and loan officer, as well as in the SIDA and USAID programs in the field of property rights. 

During his engagement in the NGO sector, Mr Shehu’s focus of work has been human rights,  minority rights, youth activities for reconciliation, property rights and gender equality. Mr Shehu  has been part of several national and international workshops, conferences and activities in the field of finance, both as an organizer and as a participant. He speaks English, Albanian, Serbian and Turkish. 

Mr Shehu is married and has two children. In his free time, he enjoys walking and listening to music.

  


Finance and Administrative Officer, Tirana

Mr. Florian Idrizaj has studied at the University of Tirana for economic sciences and he is graduated also in Professional Master studies in economic sciences. His experience with European Programs started since 2010 within the participation into youth programs exchanges through Youth in Action program and after with Erasmus Plus program. In the field of finance, he practiced his profession as a financier starting in 2015, working as an employee of the public administration and later in accounting studio for foreigner clients.

The experience with the financial management of the European projects started in 2021 by coordinating Interreg IPA II CBC Italy-Albania-Montenegro projects. He is responsible for collecting financial information, calculating staff costs, preparing financial reports related to budgets, payments, and expenses, making budget reallocation, forecasting expenditures, developing strategies to minimize risks, etc. Florian has experience in project coordination in different European Programs like Erasmus+, Balkan Med Interreg, Adrion Interreg, IPA II Interreg CBC, etc. He owns English and Italian language


Local Program Officer, Tirana

Ms. Flutura Brakaj is a dedicated and humble professional passionate about promoting youth empowerment and advocating for marginalized communities. She holds a B.A. in German language and Communication from the Faculty of Foreign Languages at the University of Tirana and an M.A. in Social Policy studies.

Flutura has over seven years of experience in the civil society sector and has been involved in various international organizations' projects, coalitions, and advocacy campaigns, including SOS Children's Villages International, UNFPA, and Y-Peer Network. She has a background in non-formal education training and capacity-building, which has equipped her with the skills and knowledge to prioritize facilitating social inclusion and cohesion in areas such as democracy, human rights, intercultural learning, and civic engagement.

Her commitment to her work has earned her several awards, including the Agent of Change 2016 Award in advocating for youth development topics. In 2018, Flutura participated in a program that gave her a valuable opportunity to gain experience in German civil society organizations. She served as the Coordinator for Youth Participation and Empowerment at the Schüler Helfen Leben Foundation.

Flutura's work is rooted in a deep conviction that young individuals, youth educators, and communities can play a vital and powerful force in creating more peaceful, resilient, and equitable societies. Her unwavering belief in this vision has driven her to return to her native Albania and the Western Balkans region.


Local Program Officer, Tirana

Ms. Reçi is a highly skilled professional with a strong background in youth work, gender equality, and the reintegration of migrants and refugees. She holds a master's degree in Economics from the Faculty of Economics at the University of Tirana and has gained extensive experience in the field through her professional engagements, trainings and exchanges.

With a deep understanding of youth policy and youth work in the region, Ms. Reçi has served as a Project Coordinator for several youth NGOs in Albania. Her work has focused on topics such as youth empowerment and youth engagement in decision-making, which has allowed her to develop robust risk management, analysis, and decision-making skills.

Through her work in civil society, Ms. Reçi has developed a strong understanding of the challenges facing young people in the region, including issues of inequality, social exclusion, and limited access to opportunities. Her commitment to making a positive impact in the lives of young people has been demonstrated through her work, and she is eager to continue contributing to the development of the region's youth.


Legal Officer

Arber Toska has professional experience at some very important law firms in Albania such as Optima Legal and Financial and ADY Legal and Development, and later moved to the banking sector, more specifically, Fibank Albania, where he served as a specialist in the AML and Compliance Department. In addition to his legal skills, Mr. Toska benefits from an interesting versatility at international level, in particular due to the diversity of experiences and the plurality of languages he can express himself, all very valuable skills for a lawyer aiming to work in an international environment.

Arber Toska holds a Master’s degree in European and International Law from University Grenoble Alpes, France, he holds another Master’s degree in Human Rights from the same University after having been awarded for a scholarship of excellence by IDEX (scholarship awarded to foreign students for very high results)  and a Bachelor’s degree in Law from the University of Tirana, Faculty of Law.

The variety of fields of Law that he has studied, the numerous training attended in some of the most prestigious Universities in Europe such as Paris-Panthéon-Assas University, as well as his work experience, make him a person capable of intervening in various fields. As he points out: This would be the answer to my passion for knowledge.


Senior Procurement Officer

Ms Bakuli holds a law degree from the Faculty of Law, University of Tirana. Since the beginning of her career, her professional development has been focused on the field of public procurement. She has worked in the public administration holding the status of a civil servant for more than twelve years. 

Ms Bakuli has also been engaged as an external procurement expert for several institutions of the healthcare system as well as a short-term expert for international organizations in Albania such as UNICEF and WHO.  

Her professional background includes a wide range of training activities on procurement management, prevention of conflict of interest and anti-corruption policies.


Project Manager

Ms. Ismaili has more than 22 years of longstanding experience in managing and leading projects in the area of EU Integration, Education, Social Inclusion, Employment in different Internatonal Organizations, such as: UNDP, UNOPS, USAID, CARE International, etc. She has also extensive experience in Monitoring and Evaluation of EU funded projects under the Result Oriented Monitoring (ROM) methodology and was engaged as regional expert for Western Balkans 6 to provide external assessment and feedback on the performance of different aid/development projects and programmes financed by European Commission (EC).

Ms. Ismaili holds a Bachelor’s Degree in Pedagogy from University of Skopje, and a Master’s Degree in Management of Human Resources from University of Tourism and Management, Skopje.
